Blackburn with Darwen develops own track and trace system

The council which covers Blackburn and Darwen has brought in its own track and trace system to fill in the gaps in the English system – saying it had failed to reach hundreds of vulnerable residents and wasn’t finding cases and contacts quickly enough.
