Building collapse: have Turkish authorities learned lessons after the earthquake?

Ramazan Yildirim is a civil engineer who built fifty buildings in the city – all of which remained standing.

But the one that his ex-wife lived in collapsed, and Ramazan had to tell his 13 year-old daughter, as she lay injured in hospital, that her mother had died.
