The Cabinet Office has ruled there was a prima facie breach of the rules by former civil servant Sue Gray – when she failed to declare a conversation she had with the Labour leader Sir Keir Starmer about a potential job.

The public appointments watchdog has already given the go ahead for Ms Gray to take up a role as Sir Keir’s chief of staff – and today Labour insisted that all rules had been followed.
