Matt Frei: Both the main parties say they will stick to the same fiscal rules which they claim will bring down the government’s debts. But there are concerns that this rule makes it impossible to tackle crumbling public services and boost the economy. Speaking exclusively to this programme, the former Chief Economist of the Bank of England, Andy Haldane, says the rule is no longer fit for purpose and is getting in the way of growth.
