EU leaders reach migrant deal amid Brexit concern

Brexit is the headache and the distraction that won’t go away, and all the leaders here agreed that time was running out and major issues still needed to be resolved.

Even Donald Tusk, the president of the European Council, said today that the last call for Britain to lay its cards on the table was fast approaching. Everyone is waiting for the white paper to be published in London.

But the EU also had a more existential crisis to resolve.
