How will NHS pay increase be funded?

Downing Street has said it will cost £4 billion to fund the new pay offer for NHS staff, designed to end the damaging wave of industrial action – but it hasn’t given any details on where that money is coming from.

The deal – agreed by ministers and NHS unions – would mean a 5% pay increase for the coming year plus a one-off payment.

But it leaves big questions over how all that will be funded.
