Is social media promoting violence?

Last night a vicious attack on a disabled man in Chicago was live-streamed on Facebook. The video which Facebook has now removed, showed the man cowering in a corner with his mouth taped shut as he is beaten.  Four teenagers, two men and two women, have been arrested.
