Johnson proposes ‘chain gangs’ in hi-vis for community service offenders

Boris Johnson has declared he wants more criminals to be visibly punished, in what he called “fluorescent-jacketed chain gangs”.

The prime minister was out promoting a string of policies to crack down on crime in England and Wales. But his launch was overshadowed by a row with the Police Federation, who said that by freezing most police officers’ pay, the government had left them furious and betrayed.
