Johnson wants other parts of northern England added to highest Covid alert level

The Prime Minister told MPs that he was negotiating with local authority leaders in the North West, North East Yorkshire and the Humber on what he described as “difficult but necessary measures” in return for more support from the central government.  He warned them that ” not to act would be unforgivable”.
