Newport considers begging ban

All begging could soon become illegal in the city of Newport, as the council consults on a new blanket ban. Police say they need new powers to deal with aggressive begging and anti-social behaviour in the city. But as homeless numbers rise, critics warn there’s a risk the plans could stigmatise vulnerable people. Newport is far from unusual, taking a similar approach to other local authorities across England and Wales.
