Starmer braces for rebellion over cut to winter fuel payments

He’s been defending his plan to cut winter fuel payments for all but the poorest pensioners, ahead of another potential rebellion this week.

He says he is determined to deliver the change he campaigned on, but that means doing the difficult things now, even if it makes his government unpopular.
