Residents near a chemical plant on the edge of Houston had to be evacuated after two explosions sent noxious fumes into the sky.

Just days before this massive storm slammed into Texas, President Trump scrapped a raft of federal flood protection standards which Barack Obama had introduced: measures which would legally have to take into account the impact of climate change.

This is – already – one of the most destructive storms in American history. President Trump has flown into Texas tonight as Tropical Storm Harvey pummels the region for the fourth day – with more torrential rain still to come.
